In 1984, Nashville’s state representative Bill Boner (real name) wanted to learn more about the homeless population in Nashville; how did they get there? what trials and tribulations do they experience? how do they survive?  Potentially an admirable goal! Except Boner decided the best way to ascertain that information was to go undercover and live amongst the unhoused for a weekend. He went as far as to give himself a pseudoynm; “Hoot Jackson.”
